The first body in charge of home front defense was the Civil Defense (originally: Defense against gases and air attacks, which in 1949 was changed to Civil Defense), which originated during the British Mandate in 1939. The Civil Defense established the organization as the Civil Defense Center that operated during the bombing of Haifa in World War II. With the establishment of the IDF, the Civil Defense became a body within it.
In August 1977, it was decided to unite the Home Front Defense (HGA) department – which was subordinate to the General Staff/General Staff – with the Headquarters of the Chief of the Civil Defense (Civil Defense). This unification led to the establishment of a headquarters of a chief officer of the HGA and the Home Front Defense (HGA) – known as the Home Front Defense (HGA) unit. The Home Front Defense (HGA) units are responsible for securing the settlements in rural areas and continuing economic activity. Following the Gulf War in 1991, it was decided to establish the Home Front Command Corps, which was established in 1992
